The expansion of digital technologies and the increasing role of cyberspace in social, economic, and administrative life have transformed digital literacy from a merely educational and cultural concern into an issue of public governance and public law. In this context, Iran’s 2025 “Comprehensive Plan for the Promotion and Enhancement of Cyberspace Literacy” requires examination in terms of its legal status, normative force, institutional responsibilities, accountability, and mechanisms of oversight. Employing a descriptive-analytical method, combined with documentary analysis and comparative study, this article examines the legal position of the Plan within Iran’s public law system and its capacity to constitute a basis for the State’s positive obligations to empower citizens and protect their rights in the digital environment. The findings indicate that ambiguity regarding the Plan’s normative status, the absence of measurable indicators, weak enforcement mechanisms, fragmented institutional responsibilities, and insufficient accountability mechanisms limit its effectiveness as a rights-oriented governance instrument. The article therefore proposes a shift from a predominantly educational approach toward an “empowering rights-based regulatory framework.” This framework rests on a precise definition of cyberspace literacy, identification of the State’s positive obligations, measurable indicators, multi-level accountability, and effective mechanisms of oversight and enforcement.
